HONG KONG: HMOCS PENSIONS
1.
When we met on 30 December, you asked for further details of the Chinese proposal to set aside HK $15 bn for payment of pensions for Hong Kong civil servants. I undertook to let you have papers about the discussion of the proposal in the Joint Liaison Group.
2.
I enclose the following:
- a note prepared by the Hong Kong Government, and given to the Chinese, summarising the various schemes put forward for safeguarding pensions of Hong Kong civil servants;
- report of a Chinese statement at JLG XIX (June 91) advocating the HK $15 bn set aside, and the British side's response to it;

a further brief exchange at JLG XX (September 91),
