1. PERIOD OF APPOINTMENT
The
appointment is for a period of two months from
1 October 1991 to 30 November 1991 or until
satisfactory completion of the study and production of
a final report, whichever is the earlier.

OBJECTIVE OF THE CONSULTANT
The objective of the Consultant is to conduct a feasibility study of a loan against pensions scheme and
recommend to the Civil Service Branch, Government
Secretariat the possible and practicable alternatives
identified. The loan against pensions scheme is a scheme under which a civil servant may against his accrued pensions benefits, financial institution and the loan will be managed by
the institution in the form of a fund until the
pensions benefits of the officer become payable.

3. DUTIES
The duties of the Consultant will be to provide the
Civil Service Branch, Government Secretariat with
information and consultancy services which will enable
the Hong Kong Government to determine whether and how a
loan against pension scheme for the civil service could
be established. In this connection, consultancy
