offices?4. BOTH THE PROSPECTS OF A DEFERRED DECISION AND A NEGATIVE

DECISION ARE HIGHLY UNPALATABLE, PARTICULARLY THE LATTER. IT IS VERY DIFFICULT TO ASSESS WHAT THE EFFECTS MIGHT BE IN TERMS OF EARLY RETIREMENTS OR ACTUAL RESIGNATIONS. HOWEVER, WE WOULD EXPECT THAT SOME HMOCS OFFICERS WOULD BE SUFFICIENTLY UPSET TO SEEK RETIREMENT AT THE EARLIEST POSSIBLE AGE, AND THAT THEY WOULD OPT TO REMAIN ON THE OLD PENSION SCHEME (OPS) WITH ITS PREMATURE RETIREMENT PROVISIONS, IN ORDER TO DO SO. THIS IS BECAUSE THE OPS OFFERS STAFF TO RETIRE AT AGED 45 TO 49 WITH SPECIFIC PERMISSION ON ADEQUATE PERSONAL OR COMPASSIONATE GROUNDS, AND FROM 50 ONWARDS WITH PERMISSION, ALWAYS GRANTED, AND NO REASONS REQUIRED. THE NEW PENSION SCHEME (NPS) ENABLES AN OFFICER TO COMMUTE UP TO 50 PER CENT OF HIS PENSION INTO A LUMP SUM. HOWEVER, THERE ARE NO PROVISIONS FOR EARLY RETIREMENT BEFORE THE AGE OF 55. THE ATTRACTION OF A GREATER LUMP SUM UNDER THE NPS IS IN OUR VIEW UNLIKELY TO OUTWEIGH THE POSSIBILITY OF EARLIER RETIREMENT WITH A SMALLER LUMP SUM AND A LARGER MONTHLY PENSION UNDER THE OPS, IF NO PROPER COMPENSATION ARRANGEMENTS ARE INTRODUCED FOR HMOCS.

5. SOME 150 SENIOR OFFICERS MIGHT SEEK TO LEAVE BETWEEN NOW AND 1997 UNDER THE OPS IN A WORST CASE SCENARIO. THEY WOULD BE LARGELY DIRECTORATE ADMINISTRATIVE SERVICE AND POLICE OFFICERS WHOM WE COULD ILL AFFORD TO LOSE IN SUCH A SHORT PERIOD AND AT SUCH A CRITICAL TIME.

6. IN ADDITION AGREEMENT OFFICERS, LARGELY POLICE, WHO JOINED THE SERVICE PRIOR TO 1985 AND STILL HAVE AN OPTION TO TRANSFER TO PERMANENT AND PENSIONABLE TERMS AND BE ENROLLED IN HMOCS, COULD WELL LEAVE THE SERVICE AT THE END OF THEIR CURRENT AGREEMENTS. UP TO 100 MIDDLE RANKING EXPATRIATE POLICE OFFICERS COULD BE LOST IN THIS WAY OVER THE NEXT THREE YEARS. THESE OFFICERS ARE GENERALLY AT THE SUPERINTENDENT AND CHIEF INSPECTOR LEVEL, OF WHICH THEY CONSTITUTE 12 PER CENT. A LOSS OF ANYTHING LIKE THIS NUMBER AT THIS LEVEL WOULD HAVE A SIGNIFICANT EFFECT ON THE OPERATIONAL EFFICIENCY OF THE POLICE.
