I am afraid that colleagues have spotted some slips in the redraft enclosed with my earlier letter of today's date:
1.
- in para 10 (a) please read: "with full payment of pension at a rate of exchange guaranteed by the successor government".
in para 10(b) please also read: "at a rate of exchange".
- in para 17 2nd sentence please add: "(it is also likely that they would seek judicial review of a scheme which they judged inadequate)".
2. There is some debate here about how to assess the risk of salami tactics if we untied the proposed package (last sentence of para 9) and the likelihood of almost all HMOCS officers leaving in 1997 if we offered a Modified Traditional Scheme (1st sentence of para 12). But for the time being anyway, we do not wish to propose amendments on these points.
