The rights of the Authority to re-enter such-lând and use it for another purpose is common to such Authorities all over the world including Great Britain. In respect of Hong Kong the test would be "for a public purpose" and there is nothing on the horizon at the moment. Chinese cultural sensibilities regarding the dead would in practical terms lead to a second test - "overriding" public need.
