As Christmas approaches and the year draws to a close, I thought I should write with a short report on the Authority's financial position, and on the financing plans we have discussed with you.
Let me briefly summarize some
1992 has been a momentous year for the Authority, and in many ways a year of great progress and achievement. of the key steps that have been taken:

The Authority's Master Plan, environmental, engineering, construction and commercial planning was completed early in the year.
The Advance Works Contract, covering the initial reclamation of about 38 hectares of land and the construction of all-weather haul roads and site offices, has been completed as a preliminary to the main Site Preparation Contract.
The contract for the detailed design of the terminal building and passenger concourse was awarded in February, and is well advanced.
We have called for expressions of interest from private sector bidders for key airport franchises, notably cargo, fuel supply and aircraft maintenance.
