I submit a draft reply to Hong Kong telno.1343 of 19 May. My draft is based in part on paragraph 3 of your report on the ASDB Annual Meeting in Hong Kong.

2. I have not yet cleared my draft with Hong Kong Department. When I do so, I shall ask them whether HMG is entitled to decline to take a front-line role in a matter of this kind. is not quite clear to me whether this is primarily or entirely a matter for the Hong Kong Government, or whether and if so to what extent HMG also has a locus standi.

3. That apart, my draft may be incomplete as I am unsighted on certain aspects of the matter. I note that you talked to Peter McCawley and to ASDB senior officials in Hong Kong. Did anything of substance emerge from these discussions? More importantly, did you discuss the subject with Heinz Bühler? he knows nothing about it, then clearly we must send him briefing via the British Embassy in Manila. You will see that my draft telegram provides for this possibility, but I have not yet drafted.
(Adrian Davis is of course aware of the position, since he was present at your call on Mr Nendick.) If Heinz Bühler still knows nothing about the matter, I hope that he will not be put out at having been kept in the dark for so long.
