CONTROL OVER SCOPE AND COSTS OF ACP PROJECTS IN CATEGORY B

Branch Secretaries and Heads of Works Departments should familiar with and abide by the approved scope and project cost of the projects under their control. Changes in the scope of a project approved by ADSCOM will not be allowed without ADSCOM'S prior endorsement.

As a general rule, underestimation or new cost elements must be met by reductions in other cost items within the same project, or through adjustment of resources between projects in the same programme area.

Control at the design and contract preparation stage

Throughout the design process, Controlling Officers should ensure that the design being developed is as cost-effective as possible. They should review project costs and cash flows for projects under their control on a regular basis. D, NAPCO will issue a call circular for a report of each review.

Changes to approved project scope and cost

As the design progresses or Departments identify new requirements, the need may arise for deviation from the approved scope, cost or timing. As soon as a change becomes apparent, but before any commitment is made (e.g. by way of detailed design), the project engineer should submit a notice to the Controlling Officer, with a copy to D, NAPCO. The format of such notice will be announced by D, NAPCO separately.

All proposals to make a significant change to the approved scope of an ACP project that will also change the project cost will be vetted by a Project Review Meeting chaired by the Controlling Officer, and attended by a representative of D, NAPCO, the project engineer and his consultants. meetings will determine whether the change is fully justified and,

Where the variation to the project cost exceeds $10 million, D, NAPCO will immediately co-ordinate a recommendation to ADSCOM, reporting at
