The
highest level of authority for determining the scope and orders of cost (note 1) of ACP projects before they are recommended to
the Public Works Sub-Committee (PWSC) and Finance Committee (FC) is the Airport Development Steering Committee
(ADSCOM).
ADSCOM has approved the Interim Baseline Implementation Plan announced in the Director of New Airport Works Co-ordination Office's (D, NAPCO's) memo of 12 August 1991 in PADS/PCO (CR) 4/1/5. All those parts of the ACP not yet upgraded to Category A are now in Category B of the PWP. Any works not within the present scope of the ACP will be processed in the normal way under PWP procedures and will be subject to resource allocation.
PROJECT COSTS
and
Project costs (note 1)
approved by ADSCOM must be expressed in constant prices to facilitate control reconciliation. They should be treated as cash-limited.

The project cost of an ACP project includes

(a)
(i)
the estimated cost of the works in the project;
(ii) the associated
costs;
(b) contract contingencies;
consultants'
(c) project contingencies; and
fees and site staff
(d) the estimated cost of land acquisition for the project.
Special
procedures have been devised for contingency allowances in ACP projects. They are discussed at paragraphs 12 to 15.
