AIRPORT CORE PROGRAMME
Under the Memorandum of
Understanding
concerning the construction of the New Airport in Hong Kong and Related Questions (MOU), the Airport Core Programme (ACP) is to be completed by 30 June 1997 to the maximum extent possible. A list of the projects included in the ACP is at Appendix A. The procedure for design and construction of ACP projects in the Public Works Programme (PWP) requires changes to ensure proper control over scope and costs, and give maximum assurance that the projects can be completed on time and within budget. This circular sets out the changes that are to be made. On issues not addressed in this circular, Financial Circular No. 8/90 remains applicable. Established tender procedures remain unchanged.
