the paper until after Mr Burns and team have visited Hong
Kong at the end of this month.

From a very quick reading, the general story appears to
be quite favourable. The cost to the Government remains
estimated at HK$59.3 billion at March 1991 prices ie the
same as that envisaged in July 1991 when costs were put to
the Finance Committee. The overall cost has gone up from HK$98.6 bn to HK$112.2 bn. The great bulk of that increase is explained by the increase in the cost to the MTRC of the airport railway. The airport itself is now projected to
cost HK$46.3 bn - an increase of HK$2.7 bn. We are not
clear whether this has taken into account
just submitted for the platform, where it is rumoured the
dredging amount was higher than expected.
