FINANCIAL ASPECTS OF THE AIRPORT CORE PROGRAMME

The Minister will wish to see the attached draft paper updating the financial aspects of the airport core programme, which will be put to the Executive Council on
24 March. The plan is then to give it to the Airport Committee and a few days later to the Finance Committee and Airport Consultative Committee.
2. The paper is a factual update of the overall costs and
Hong Kong do not formally have to consult the Chinese on it. Formal consultation in the Airport Committee will be necessary on the Airport Authority Business Plan this paper should clearly be closely married to.

We intend to comment on Monday 23 March when we have had more time to consider the paper. But our general approach will be to try to ensure that releasing this to the Chinese and publicly will not sow problems further down the line. Superficially there does not appear to be a pressing need for the paper to be released now. And we do not know
