The main differences in the ACP costs as at July 1991 and those shown in this

paper are accounted for as follows -

(a)

Projects funded by Government

(i) North Lantau Expressway - The increase of $990 million is mainly due to the

inclusion of the cost of the utility reserves to cross three existing high voltage

submarine cables ($121 million), inclusion of the cost of forming a site at Tai Ho for

the construction of the AR depot ($424 million)", constructing some railway structures

as part of the expressway works ($155 million)" and inclusion of an access bridge for

the Airport Railway between Tung Chung and Chek Lap Kok ($118 million)".

(ii) Route 3 - The main reason for the increase is an allowance for more cost-effective

sharing of viaduct structures for the Airport Railway in Kwai Chung ($363 million)*.

(iii) West Kowloon Reclamation (WKR) - The increase is mainly due to increased

reprovisioning and land compensation costs ($477 million), additional requirements

for hinterland drainage and new roads and drains ($344 million), higher than

anticipated cost of removing sea-bed mud ($105 million), improving the standards of

facilities at the Cheung Sha Wan Wholesale Markets which are to be reprovisioned

for the WKR ($240 million) and adjustment to the project contingency allowance.

(iv) Utilities and Others - The increase is partly due to raising the project contingency

allowance for water works projects to a more prudent level ($180 million), and partly

to the inclusion of other facilities such as the Lok On Pai Transhipment Centre ($50

million) and services such as fill management studies ($67 million), project

management consultancies ($209 million) and Owner-controlled Insurance Programme

($280 million).

Note: Items marked with * are AR works which will be reimbursed by the MTRC. They have been included

in the overall AR cost of $22.16 billion and there is no double counting.
