extent possible by June 30 1997. Balancing the complexity and interlinked nature of the
projects in the ACP against the progress made so far in the refinement of design and cost
estimation, we consider that $2.5 billion would be a prudent estimate for this overall ACP
contingency.

As design and contract documentation advances, it becomes apparent that certain parts of a project may be more efficiently carried by contractors under a different project. Figures in this column indicate the costs of such items transferred between projects.
The July estimate of $12.5 billion for the Airport Railway excluded works which form an integral part of other ACP projects and whose costs have been included in the respective project cost. For comparison, the current estimate of the Airport Railway of $22.16 billion is adjusted by $2.9 billion which has been included in individual cost of other ACP projects.
