Airport Committee would colour general public reaction. Chinese support would be a positive signal, but delay caused by Chinese prevarication in these bodies would send an opposite message.

We do not propose to issue a Legislative Council Brief pending completion of consultation with various bodies. Publicity will be coordinated with the announcement of the revised estimates of costs and funding for the whole Airport Core Programme.
