The AA will be fully owned by the Government.
The Government will maintain strategic control over the airport, and ensure AA compliance with international obligations and policies.
The commercial viability of the AA will be protected.
The Bill will be modelled on the MTRC Ordinance, but will need to reflect the degree of international regulation of airport operations.
We
aim to introduce the draft Bill into LegCo early next session.
The timetable for the Bill is tight. We hope for co-operation from the Chinese Side in giving their comments promptly.
The Airport Consultative Committee and the public will have adequate opportunity to comment on the Bill when it has been gazetted. After its introduction into LegCo, it can be changed by committee stage amendments to reflect public views.
