The Governor asked about progress with the Macau
General Vieira said that there had been two types of difficulties. A number of technical problems had existed at the outset. But these could be dealt with. The
other difficulties were China related. There had been arguments over noise pollution, air traffic control, ASAS and financing (comment: he might have also mentioned sand). General Vieira was now convinced of China's political support for the airport. He had managed to convince them, in talks held with them in Peking in November, that the Macau Government could manage the project properly. Zhuhai now also supported it. Peking had been worried over the cost. He had included the Bank of China in a consortium to study this question. As a result several contracts had been modified in the past few months to ensure there were no major surprises in future.

The main runway formation contract, which amounted to 40% of the total cost, would be signed next week. It had been discussed first with China. The airport project would then be beyond the point of no return.
