2. The draft financial agreement between HKG and the PAA/AA sets out how the Authority would fund construction of the airport ($16.6 billion equity; $37 billion borrowing), but does not specify whether HKG equity injection should be spent on particular elements of the project. However, I believe it was the intention that at least the initial costs of the platform contract would be funded from equity, with the AA commencing borrowing in 1993/94, by which time it would have established a track record.

HKG has mentioned in telegrams that the fuel pipeline is the next major decision. I am not sure what is special about this contract and it may be worth my checking with HKG. According to the original programme of work, the next really major decision will be the Western Harbour Crossing in April 1993, although there may be some room for this to slip as completion is projected at end 1996.
4. One other point for us to bear in mind: the PAA will be paying for the airport platform contract and I therefore presume that at some point it will have to be given title to the land.
