MAIN BRIDGE CONTRACT

Gordon Manzie sent you a copy of his letter to me of 24 April with a proposed draft telegram to Peking about the main bridge contract.

2.

Peking need to go back to China Road and Bridge to tell them that the Anglo/Japanese consortium are not interested in doing business with them, in response to the approach reported in Peking telegram no 567 (of which I gave Gordon Manzie an account), and I attach a draft telegram for this purpose.

3. Manzie would clearly also like the Embassy to tell Chinese contacts more generally that Chinese corporations stand to get business on the bridge,

the bridge, even if Hyundai do not get the main contract. Even if, contrary to my expectation, the Hong Kong and Macao Affairs Office do not know the score, I am uneasy about this. Although the objective of such an approach to the Chinese would be to advance British commercial interests, namely those of the Anglo/Japanese consortium, I would certainly not want to do anything which might cut across whatever steps the Hong Kong Government might take to inform the Chinese about their decision on awarding the contract.

In any event, I see no point in sending Peking the remainder of Gordon Manzie's draft telegram, AJC's view of events is inevitably less complete than Peter Heap's, even though the picture he reports is more than a little confusing.
