1. Sir Gordon Manzie (Trafalgar House) telephoned me this afternoon to report on his most recent visit to Hong Kong. He has given a similar report to Sir Percy Cradock and Mr David Hall (DTI). I should be grateful if the information could be treated with great discretion.

5. Sir Gordon Manzie is hopeful though not euphoric. He and his team are working hard on the qualifications on which they have been asked to provide further clarification in the near future. He thought there was some possibility of the whole project being advanced by a month or so. He had made it clear to the Governor that he would not look at all well on any attempt by the Hong Kong Government to allow the Japanese
