Three significant works contracts have gone to Kumagai. out of twenty-five works contracts so far awarded fifteen have gone to Hong Kong companies, four to French companies and two to British companies. I have heard no criticism of the award of contracts to firms from the US, Japan, France, or elsewhere. is quite unreasonable that there should be such criticism when British companies win the contracts.

Hong Kong has a well-deserved reputation for fairness in the award of contracts. There can be few places in the world where there is such confidence that contracts are awarded on merit. Richard Allen, Chairman of the Provisional Airport Authority, is on record as saying that contracts are awarded on the basis of performance, quality, management ability, and value for money. Those are qualities which British companies can deliver just as well as companies from other countries. I fully believe that all the contracts won so far by British companies have been won on merit. This should a major role in Hong Kong's development in the past. not need defending and there are no grounds whatsoever for suggesting that any favouritism has been shown to British companies.
