I am writing to support Nancy Cowie's recommendation that ECGD should be allowed to indicate support for the various cover scenarios outlined in her 25 March letter.
This is an important project, closely related to the Tsing Ma bridge, on which an indication has already been given. The Hong Kong Government has made it clear that they regard it as important that Trafalfar House should bid for both bridges; and we believe that it is vital that an early indication of ECGD support is given to enable them to put in a strong and competitive bid.
The wider background to the project has been fully discussed elsewhere. The present contract is a subsidiary part of the Lantau Fixed Crossing, including a smaller bridge (roughly the size of the Dartford Crossing) and a raised viaduct over Tsing Yi Island to link this bridge with the very large Tsing Ma bridge. The Lantau Fixed Crossing is of course the key element of the road and rail links out to the new airport at Chek Lap Kok off Lantau Island.
I do not need to rehearse the case for support at length, since many of the commercial and political considerations are similar to those which we have discussed in relation to the Tsing Ma Bridge. EGC members will also be aware that the Prime Minister has indicated the importance he attaches to ensuring that UK firms can bid effectively for the Lantau Fixed Crossing (Stephen Wall's letter of 24 February).
