aviation activities need to be considered,

and are provided for by the following ancil- lary facilities:

General Aviation;

Governmen Flying Services Depart- ment, and

Heliport Facilities.

Locations of these facilities are shown on the Airport Layout Plan.

Airport-Related Enterprises

Airport-related enterprises are ancillary facilities that will enhance the commercial viability of the airport. Three such enter. prises could be a cargo village. an industrial park and a business park.

Surface Access

The airport will become a major new focus within the Hong Kong transport network due to the large numbers of air passengers,

well-wishers, greeters and employees travelling to and from the airport daily, and due to the variety of transport modes. i.c. air, rail, road and sea, which will be available

and operating at the site.

Off-airport surface access requirements were comprehensively evaluated during the Port and Airport Development Strategy (PADS) Study. The on-airport transport network was created during the develop- ment of the New Airport Master Plan. The public and restricted use transportation requirements of each airport functional area were identified and then integrated into an overall rail. road and ferry access

network.

Rail

A high priority was placed on providing a convenient, efficient rail service to the air- port. The two planned rail links that will contribute to providing access to the airport

are the Airport Express (AEX) rail link and the Lantou Linc (LAL).

The AEX will provide a high speed, high- frequency service specifically designed for air passengers. It will operate from Hong Kong Island to the airport with additional stations at Kowloon and Tsing Yi. From Tsing Yi, the AEX is planned to cross the Lantau Fixed Crossing and follow the northern shore of Lantau Island to the air-

port island. On the airport, the route will follow the eastern edge of the reclamation to the passenger terminals.

The LAL will provide a local service and will follow a similar route to the AEX, but will terminate at the proposed new town in Tung Chung. It is envisaged that airport employees will take the LAL to Tung Chung and will then travel by bus onto the airport.
