plan for the arport was prepared. The project was placed on hold in early 1983 due to worldwide economic conditions, but by the late 1980s the planning process had resumed, duc to strong air passenger and cargo growth at Kai Tak.

Studies were commissioned to establish the ultimate development potential of the ex- isting airport: to review the 1982 Master Plan for a new airport at Chek Lap Kok. and to identify and determine the feasibility of an alternative site in the Western Harbour arca. The results of the studies were taken into account in a com-

prehensive planning study to assess alterna- tive strategics for accommodating forecast growth in demand for both airport and port facilities. This study, the Port and Airport Development Strategy (PADS) Study, was completed in 1989, and in October that year the Governor announced the adoption of a strategy based on a new airport at Chek Lap Kok. major port development on northeast Lantau, and shared access in-

frastructure from the main urban areas.

The establishment of the PAA and the in-

itiation of the New Airport Master Plan Study followed during 1990. In 1991, a Memorandum of Understanding was signed by the Governments of the United

Kingdom and the People's Republic of China. It confirms both governments' sup- port for the development of the new air. port and the related corc projects.

Study Objective

The overall objective of the New Airport Master Plan Study was defined as the preparation of a comprehensive and en- vironmentally acceptable scheme for the planning and implementation of an opera- tionally safe and efficient new Hong Kong airport at Chek Lap Kok, covering progres- sive development into a two-runway airport operating 24 hours a day, with the first runway coming into operation in 1997.
