You will recall that your telno 216 said that it was quite likely that police communications, about the incursions into Hong Kong waters by Chinese frigates,had been monitored by journalists. This is of course a common ploy by journalists but it does flag up a potential problem. get nearer to 1997 it could become more troublesome.
