I wish to raise a serious incident which the Chinese

side were initially informed of through Border Liaison

channels at 1700 hours on 15 March.

At 1315 hours on 15 March Police Launch 2 was

stationed in Tolo Harbour close to Pak Sha Tau Chau (白蓮 이야기 (白沙

*) and Ma Shi Chau (§ A m).

It sighted a Tai Fei approaching at about 45 knots and a few seconds later a pursuing vessel was seen behind it travelling at a similar speed. Both vessels passed

about half a mile south of Police Launch 2 and headed

for Shuen Wan Chai ( 15 ). They then turned

south towards Sha Tin and the sound of shots was heard

on Police Launch 2.

After this, both vessels turned towards Police Launch 2. The Tai Fei was loaded and covered with green

canvas. It measured about 45 feet. It was fitted with 4 outboard engines. 2 persons were seen on board. The pursuing vessel was a grey coloured

speedboat of about 24 feet. It was fitted with 2 black outboard engines (similar to 'Mercury'). board 8 persons were seen wearing dark green uniforms without hats. Both vessels came to within 50 metres

of Police Launch 2. The Tai Fei circled round it to

the North, while the pursuing vessel made a "U" turn to the South of it at point (A) on the map attached to this speaking note.
