The evidence appears to corroborate the stories of the masters of both Vietnamese vessels and to indicate that these are further instances of PRC security forces attempting to exercise jurisdiction in Hong Kong waters. If you have any indications of smuggling activity being undertaken in Hong Kong we should be informed through the appropriate channels (in the cases of these Vietnamese vessels we have received no such evidence). I would be grateful if you could convey our concerns to the relevant authorities and ask them to investigate these incidents and inform us of the results of their investigations. We would appreciate an urgent response. These incidents have aroused considerable public
comment in Hong Kong.
We do not want to see them repeated.
