I spoke to you on Friday 28 August about reports that at least 7 Vietnamese ships bound for Vietnam had been detained and taken to Shekou. You said that the ships concerned were suspected of being involved in smuggling and that Shenzhen would be providing details in the near future. We look forward to receiving these details at an early stage.

On 28 August Chinese security forces within Hong Kong waters. at 10.41 p.m., Marine Department received a radio message from a Vietnamese vessel (the "Trany") to the effect that it was being chased by 7-8 speedboats in Hong Kong waters off Stanley Beach. It was then boarded by about 20 armed, uniformed Chinese security officers. The Marine Department Vessel Tracking Centre gave several plotted positions of the vessel which confirmed that the incident took place well inside Hong
Kong waters.
When radio contact was re-established with the "Trany" at 0420 hours on 29 August, the Master said that the uniformed officers had left the vessel and that the ship was on the way to vietnam. But he said that many of the personal items bought by the crew in Hong Kong (mostly TV sets, videos and stereos) had been taken by the uniformed officers. vessel's cargo had not been touched. Enquiries were made on 29 August through border liaison channels, but we have not yet
received any response.
