My predecessor Michael Stone wrote to Mr Heath at the Embassy on 25 August and again on 7 October, on behalf of the Hong Kong Government, who are seeking a refund of the recoupment costs relating to their purchase of these aircraft, and in respect of a separate engine. Enclosures with the first letter described the background to the case, and further information was enclosed with the second letter.

I am concerned that there has been no response to these letters and note from the recent edition of the 'white list' that Mr Heath is no longer shown as being on the staff of the Embassy. I am therefore enclosing copies of all the previous correspondence with the request that, if this has not already been done, your defence section be asked to take up the matter with the US Authorities.

3. The lapse of time has now made this matter more urgent and I would be grateful if you could do what you can to expedite it. My apologies if the first two letters were incorrectly addressed. I am copying this letter, as previously,
