I wrote a minute to all geographical departments about out of hours procedures for diplomatic clearance requests which are received by the MOD. I have absorbed the comments- received into a draft letter to the MOD which sets out the procedures and contains a list of countries to whom we would not grant dipclear if a request was received out of hours, in some cases (specifying specific circumstances).

I would be grateful for your confirmation that you are content with the procedures as set out in my draft letter attached below. The procedures will also apply to the Dependent Territories. Unless I hear to the contrary by 20 November I shall assume that you are content.
