We have given our consent in principle for block diplomatic clearance to be given to French military aircraft to overfly or land in all Dependent Territories including Hong Kong (my letter of 5 October to Mr T Yuen refers). giving this clearance we have made the points which Mr Yuen made in his letter of 14 October to me.

I enclose a draft letter which we are planning to send to the Ministry of Defence concerning emergency diplomatic clearance requests. This includes a list of all the countries which cannot be given automatic clearance. This will enable the MOD to give diplomatic clearance to the aircraft of any country not on the list without first needing to consult the FCO.

I would be grateful if you could let me know whether you have any problems with this and whether you would like to see any countries added to the list.

We would like to get this revised procedure in place fairly quickly. With apologies for the short notice, could you please fax me a reply on Monday 23 November indicating whether you are likely to have any problems with the procedure. If you are, then I can hold up the letter until you have formulated a full response. If you see no problems then the letter can go ahead.
