DIPLOMATIC CLEARANCE FOR FOREIGN MILITARY AIRCRAFT OVERFLYING/LANDING IN THE UK/DEPENDENT TERRITORIES

Within the FCO, NPDD has nominal responsibility for all diplomatic clearance requests made by foreign military and state aircraft for overflight of/or landing in the UK and the Dependent Territories. However, in practice Foreign Liaison Services (FLS) Air in the MOD receive and process requests for dipclear and consult the FCO only on receipt of requests from countries where there might be political sensitivities with the UK.

The MOD keep a list (attached) of countries on which they should seek political advice. In the first instance they consult Sec (Air Staff) in the MOD who make the decision on whether to consult the FCO (for example in cases where the aircraft is carrying weapons). The list was last revised as a result of my circular minute to geographical departments of 10 January. I would be grateful if departments could advise by close of play on 27 November whether their countries should continue to be included on this list or if any countries should be added.
