Hong Kong receives a place, as usual, and in recognition of

its increasing political importance, Japan, which may now be

worth a regular place. Brunei and Malaysia are allocated the

other two places, with South Korea recommended as a floating

place.

INDIAN SUB CONTINENT

11. The continuing need to treat India and Pakistan equally

means they receive one place each. Sri Lanka, who appear to have

a good candidate, and Bangladesh placed on the reserve list.

SOUTH AMERICA/CARIBBEAN

12. It had been proposed to offer a place to Argentina in 1994,

but this cannot yet be confirmed for political reasons. A place

should go to Chile on merit, but also to balance Argentine

attendance. FCO strongly support offering a place to Guyana,

where a candidate has been identified. Places are, therefore,

recommended for Guyana and Chile, with a floating place to

Argentina. Mexico merits a low reserve place.
