The Secretary briefed the meeting on the proposed outline staffing timetable for the 1993 review. A copy of this timetable is at Annex C.

Intelligence Matters.
a.
DGMSI drew the Committee's attention to changes in the
budgetory arrangements and intelligence requirements placed on JSIS,
which would necessitate amendment to CDS Directive to CBFHK. (JSIS
come under CBF HK's HLB and the emphasis of their collection
requirement was increasingly on local rather than strategic
intelligence. CD1 had agreed that JSIS should come under full command of CBF HK wef 1 April 1992). The Chairman took note and asked his staff to take any action required in conjunction with the
DIS.
b. DGMSI said there might be a requirement to attach a military
officer to the British Consulate in Hong Kong after 1997.
The
Chairman said this was a matter that could, if necessary, be
addressed separately in the 1993 Review. Mr Stone undertook to
inform the FCO Department concerned of this possible addition to the
Consulate staff.

CBF reiterated that while the outlook did
