LOCSEN
WINGED DRAGON Main Planning Conference (MPC) was due to take place during
the week 24-28 February 1992. The draft EXPLANDIR had been issued in
December 1991 and would be finalised during the MPC. The exercise was divided into 4 phases:
Phase 1. Crisis Management. A deteriorating IS situation would
lead to the HKG Security Committee requesting a reinforcement
brigade to relieve the RHKP in the Territoral Integrity (TI) role.
Phase 2. Deployment of 48 Gurkha Infantry Brigade to the border.
Arrival of 5 Airborne Brigade and the Brunei battalions.
Phase 3. Deployment of 5 Airborne Brigade to the border.
Redeployment of 48 Gurkha Infantry Brigade in the IS role. HQ BFHK
practise command of two brigades.
Phase 4. Recovery.
27. On the subject of PR for the exercise, it was agreed that it would
be defensive and low key.

UPDATE ON WITHDRAWAL OF FIRST GURKHA BATTALION
IN SEPTEMBER 1992
28. CBF HK explained that the withdrawal of the first Gurkha battalion
was being achieved by amalgamating 1/2 GR and 2/2 GR, who were returning
to Hong Kong from Brunei in April. Most soldiers would transfer to other
battalions, the process continuing throughout the summer, but at the same
time maintaining one effective battalion for operations.
The
amalgamation raised 2 issues; the funding of the redundancy within the
