You will be aware that a Ministerial Committee on Hong mees Kong and other Dependent Territories has been set up within the framework of the Committee on Defence and Overseas Policy, known as OPDK.

Now
To complement this Ministerial Committee we have decided moribund to establish an Official Committee with similar terms of reference, known as OPDK (0). Amongst other tasks it will take over the work on contingency planning for Hong Kong previously carried out by GEN 15, which is being dissolved. I shall chair the Committee, the core membership of which will be FCO, Treasury, Home Office, DTI and MOD. Other Departments will be invited to attend as necessary, which in the case of Hong Kong contingency planning will include the Departments of Transport and the Environment.
3. Formal notification of these changes will be made shortly.
