to take over the functions of the Royal Air Force (RAF) and the Army Air Corps (AAC) in support of the Police in their anti-illegal immigration role along the border;
to provide flying support for the Police Tactical Unit (PTU) and Special Duties Unit (SDU);
to carry out Search and Rescue (SAR) missions at night and in bad weather; and
to recruit and train local pilots to replace progressively the expatriate personnel currently serving with the
RHKAAF.
addition, the RHKAAF would continue to provide services for medical evacuation, daytime SAR, surveillance of criminal operations, fire-fighting, aerial survey, the carriage of VIPS and others and routine flying for the Civil
and other government departments. The overall objective is to equip the RHKAAF to meet all the Hong Kong Government's requirements for non-military flying.
