Mr Richard Hoare first joined the Hong Kong
civil service as
an Administrative Officer in 1972.
Through a series of promotions, he rose to his present rank of Administrative Officer Staff Grade Bl in 1991. During his career, Mr Hoare has held a number of senior appointments, including Principal Assistant Secretary in the former General Duties Branch and Deputy Head of the Central Policy Unit. He was seconded to the Foreign and
Commonwealth Office from 1982 to 1985.

Secretary, Government House from 1986 to 1989 and has been
appointed again to this position since 1990 upon the upgrading of the post.
Mr Hoare's secondment to the Hong Kong Department of the Foreign & Commonwealth Office from June
1982 to February 1985 coincided with the intensive negotiation between Britain and China on the future of Hong Kong, which resulted in the signing of the Sino-British Joint Declaration on the Question of Hong Kong in December 1984. Μι Hoare was actively involved throughout the negotiation and his knowledge of Hong Kong was invaluable asset to the negotiationg team.

On his return from the Foreign and Commonwealth Office in 1985, Mr Hoare was appointed

issues for discussion by the Sino-British Joint
Joint Liaison
Group. Similarly, he made full use of his experience in this area in the formulation of measures to implement the terms of the Joint Declaration on a diversity of policy areas such as the legal and judicial systems and Hong Kong's external economic relations.
