Further to my letter of 25 August, I enclose a copy of further correspondence between Hong Kong Government and Sikorsky and the US Consulate-General in Hong Kong, together 37 with details of the Presidential Initiative on recoupment.
2. I look forward to hearing of any progress your Defence Staff may have made in the meantime, towards getting a refund of the recoupment in this case. A copy of this letter goes for information to Martin Howard (Sec (0) C/MOD) and Geoffrey Woodhead (Security Branch/HKG Secretariat).
