The Chairman asked CBF if it would be helpful for DCPR to send a policy signal summarizing PR policy for Exercise WINGED DRAGON 92. CBF indicated that this was not required. Mr Howard stated that announcements and press releases would be for use within HK only.

b. CBF stated that visitors to Exercise WINGED DRAGON 92 for the Visitors' Day on Mon 16 Nov 92 would include PPC, CGS and ACDS(0). He envisaged no PR

PR or other difficulties with the visitor commitment.

Decision.

a.

The Chairman directed that:

HQBF HK was to advise MOD and FCO of the outcome of the HKG Security Committee Meeting's discussion of Exercise WINGED DRAGON 92 on 18 Sep 92.

b. Assuming that the HKG was content that the exercise should proceed, Sec(0)(C) was to seek Ministerial approval for the exercise to go ahead.

UPDATE ON THE HANDOVER

OF GARRISON COMMITMENTS TO RHKP AND OTHER HK GOVERNMENT AGENCIES

RHKP, less a reserve company commitment (which

would end Oct 92).

The Government Flying Service (GFS) would be established 1 Apr 93. The Garrison helicopters would then revert to Garrison flying tasks solely; although always remaining available to support HKG if required.

The GFS had made it clear that it would not fly tasks in support of the Garrison from its formation 1 Apr 93.
