VIETNAMESE MIGRANTS: ORDERLY REPATRIATION PROGRAMME (ORP)
Problem
1.
The Vietnamese are now prepared to begin discussions on
a trial ORP II programme. We need to consult No 10.

Recommendation
2. I recommend that the Private Secretary writes to
PS/No 10 in the terms of the attached draft.
Background and Argument
3. Hong Kong have reported that during his recent visit Vu Khoan, the Vietnamese Vice Foreign Minister stated that his
government was now prepared to proceed with ORP II on a trial basis and that HM Ambassador in Hanoi should approach
them on details.
