It does no service to the genuine refugee, for example the
persecuted dissident, to classify him or her with those
seeking to use asylum as a means to a better standard of
living. The Orderly Repatriation Programme offers a way of
achieving a humane and durable solution to the long-standing
problem of Vietnamese migrants in Hong Kong. It also serves the best interests of those languishing in camps in Hong Kong without hope of resettlement, whose future lies in
their own country, Vietnam.
