repatriation programme to all non-refugees in Hong Kong. 3 All migrants who, after the full screening and appeals procedure are found not to be refugees will be offered the opportunity to return to Vietnam under the Voluntary Repatriation Scheme run by UNHCR. We hope that the majority of non-refugees in Hong Kong will opt for this scheme but recognise that some will not. Their repatriation is fully in line with internationally agreed Comprehensive Plan of Action (CPA) and
normal international practice.
4 The Vietnamese Government has reaffirmed its guarantees that
no-one returning to Vietnam will be persecuted and will continue

to facilitate the monitoring by UNHCR and others of those who
return to ensure that these guarantees are respected.
