We propose to arrange for a PQ en "Dear Colleague" letter to be sent to all MPS and selected peers enclosing background on the ORP and offering fuller briefing on to members of the Foreign Affairs Committee and to MPs with a particular interest in Hong Kong and Vietnamese Migrants. Lattact & I attach timetable for our proposed public presentation together with the relevant texts. We shall also be informing in capitals those governments which support the UNHCR's Comprehensive Plan of Action which inter alia states that all non-refugees should return to their countries of origin.
