3 Future Flights
Only 45 new arrivals in Hong Kong in November and December 1991
and only 7 so far in 1992 (3,500 in first four months of 1991).

Hope majority of the screened-out remaining in Hong Kong will now volunteer. But some will not, and further ORP flights will be required (to demonstrate we have the will and the means to clear the camps of non-refugees (illegal immigrants) with the objective of maximising voluntary returns under UNHCR auspices).
4 UNHCR Reintegration Assistance
Returnees who arrived in Hong Kong before 27 September 1991 receive US $ 50 on departure, plus US $ 30 a month for one year when back in Vietnam.
Others receive:
(a) Double backers: nothing on departure from Hong Kong. Discretionary payment from UNHCR of up to US $ 50 in Vietnam.
(b) Accompanying family members: preparatory departure allowance of US $ 50 (US $ 25 for children) plus US $ 10 per month for one year.
(c) Those arriving in Hong Kong AFTER 27 September 1991: US $ 50 on departure. Discretionary payment of up to US $ 50 in Vietnam.
