The United Kingdom/Hong Kong Governments will provide the Vietnamese Government with a definitive list (known as list D) of those who return at the airport on arrival. List D will identify which of the returnees are late volunteers.

F) If so required by the Vietnamese Government, the United Kingdom/ Hong Kong Governments will provide the Vietnamese Government with health certificates and a medical file containing any available medical documents in respect of those who return at the airport, on

arrival.

G) Returns will be part of an orderly repatriation programme in accordance with international practice and the Comprehensive Plan of

Action.

H) Returnees in this category will enjoy the same guarantees as foreseen in the memorandum of understanding of 13 December 1988 between the socialist republic of Vietnam and UNHCR.

2 The Vietnamese Government and the United Kingdom/Hong Kong Governments express their wish that UNHCR participates in the process of orderly repatriation to the maximum possible extent in accordance with its role as designated by the Secretary-General. The Socialist Republic of Vietnam notes and welcomes the assurances from UNHCR in monitoring and in coordinating efforts with all

parties concerned to promote the phased and orderly return of non-refugees in a manner that is fully compatible with its humanitarian mandate and under conditions of safety and dignity. The Socialist Republic of Vietnam further notes the assurance

from UNHCR to continue to provide the same level of assistance for

all Vietnamese who return to Vietnam without distinction as to their

date of arrival in Hong Kong.
