Vietnam:
Proposed Visit by Vietnamese Foreign Minister
The Secretary of State was grateful for your submission of 23 April. He would like to pay the Vietnamese Foreign Minister good attention when he comes to London.
We hope that the Foreign Secretary will be able to offer him a working lunch on 4 June. The fly in the ointment is that the Secretary of State's diary around then is very uncertain. Theoretically, he should be attending the North Atlantic Council meeting in Oslo on that day, but we think it likely that the passage of the Maastricht legislation through Parliament will keep him in London. This uncertainty extends to other travel plans at around that time (for example, the Foreign Secretary is also supposed to accompany Her Majesty The Queen on a State Visit to France from 9-12 June).
I think that Mr Williams could now say to the Vietnamese that the Foreign Secretary would very much like to see Mr Can during his visit to Europe; and that he hopes to be able to offer him a working lunch on 4 June but, because of the need to see the Maastricht legislation through Parliament (which will be both vital and difficult), he is unable to be quite certain at this stage. We hope that the Vietnamese can reserve 4 June for this purpose and hope that we will be able to confirm the arrangements soon.
