VIETNAMESE MIGRANTS: ORDERLY REPATRIATION PROGRAMME
1. The Secretary of State asked (your minute of 1 May) when we expect the new series of flights to begin.
2. If HMA Hanoi can sign the ORP II modalities document this week, we should be able to arrange a first flight in mid-June. This would give the Vietnamese just over a month, as they have requested, to clear the names of the first ORP II returnees.
