Over 600 families including more than 150 families who have returned - are directly involved in new economic activities. 600 study places have been financed so far, 10% of which are for returnees. An additional several hundred have been employed in construction projects. In Van Huong with 3700 inhabitants, everyone has been provided with access to clean drinking water. In addition to the returnee component, special attention is paid to particularly vulnerable groups of women and children in the selection of our target groups.

In 1992 projects on a similar scale will be initiated in the Thua Thien Hue Province in Central Vietnam.

NARV is operating in close cooperation with UNHCR and the Ministry of Labour, War Invalids and Social Affairs (MOLISA). MOLISA is our formal counterpart, and facilitates our work by issuing travel permits and visas, arranging meetings and seminars as well as informing the Vietnamese media about initiatives related to the repatriation of "boat people".

Although MOLISA is the formal counterpart of NARV, our daily work is implemented independently. Projects are designed and developed in cooperation with provincial authorities and local People's Committees with whom contracts for implementation also are signed for most of the projects. This cooperation is in itself an important part of developing organisational and management skills locally. Particular emphasis is placed on the participation of the project beneficiaries already from the project planning stage.

Projects are targeted at returnees as well as other members of the local community in particular need of assistance. This combination is necessary for two reasons. First, to avoid friction between returnees and other locals. Second, because
