possibility of building a screening centre for Haitian refugees
on the Turks and Caicos Islands (TCI).

A. The TCI Government would feel very misused were we to accede
to this request. It would be likely to cause a very strong
reaction in the TCI: civil unrest could not be ruled out; and

It would be difficult to defend in Parliament. We would risk
being accused that we were acting as agents of US policy in
Haiti, against the best interests of our DTS, when the US
Administration have, to say the least, been reluctant to help us
over boat-people in Hong Kong.
